Minnesota READ Act Enacted into Law

During the 2023 Minnesota legislative session, a historic investment was made to improve literacy outcomes. The Minnesota Reading to Ensure Academic Development (READ) Act seeks to have every child reading at or above grade level every year, beginning in kindergarten. It also seeks to support multilingual learners and students receiving special education services in achieving their individualized reading goals. Included in the READ Act is a required partnership between R10CC partner organization CAREI and the Minnesota Department of Education from July 1, 2023 through August 30, 2025 to accomplish a number of tasks.

We envision the R10CC having an active role in evaluating the outcomes of the READ Act implementation along with supporting the development of MTSS model plans that districts may adopt to support efforts to screen, identify, intervene, and monitor the progress of students not reading at grade level. The R10CC will also provide professional learning to cohorts of Minnesota school districts on the implementation of the MnMTSS framework.
