Dr. Steven M. Kimball, Principal Investigator

Dr. Steven Kimball is the Principal Investigator of the R10CC and a Co-Director of the Wisconsin Evaluation Collaborative (WEC) within the Wisconsin Center for Education Research (WCER) at UW-Madison. Steve has two decades of technical assistance, evaluation, and research experience. He has served as PI or Co-PI for more than ten large technical assistance or research contracts with federal, state, and foundation partners. He has published in academic journals, books, and practitioner outlets on the subjects of teacher and school leader performance evaluation, compensation, and coaching. Prior to his work at UW–Madison, Steve served in several policy roles in the U.S. Congress.

Dr. Alisia M. Moutry, Co-Director

Dr. Alisia Moutry is the Co-Director of the R10CC working for the Wisconsin Center for Education Research (WCER) at UW-Madison. She is also the President/CEO of 4AM Consulting, LLC, established in September 2010. Blending the worlds of business and education, 4AM Consulting, LLC, provides facilitation and professional development services in the form of one on one, focus groups, and training sessions. Dr. Moutry’s strong interest and areas of expertise includes: facilitating, coaching, culturally responsive practices, cycle of inquiry process, implementation science, teaming structures, multi-tiered system of support, visioning, management leadership skills, school, district & business improvement action planning, in addition to customized needs.

Dr. Kim Gibbons, Co-Director

Kim Gibbons, Ph.D., currently is the Director of the Center for Applied Research and Educational Improvement at the University of Minnesota. Prior to that, she was the Executive Director of the St. Croix River Education District (SCRED) located in Rush City, MN. SCRED has received national recognition for its use of the Response to Intervention (RtI) framework. In 2007, SCRED received a legislative appropriation to fund a statewide Minnesota RtI Center for two years. Dr. Gibbons obtained her doctoral degree in school psychology from the University of Oregon where she received extensive training in the problem solving model, curriculum based measurement, and research-based instructional practices. Dr. Gibbons has worked as a director of special education, staff development coordinator, and school psychologist. In addition, she has been on the faculty at the University of Minnesota as an instructor in the School Psychology Program. She is active in state leadership and is the past-president of the Minnesota Association of Special Educators. She is the co-author of four books and has numerous other peer-reviewed publications. She is a sought-after consultant who has given numerous workshops throughout the nation.

Mr. Ernest A. Morgan, Deputy Director

Mr. Ernest Morgan is the Deputy Director of the R10CC and the Vice President of Communications & Development of Education Analytics (EA). As Deputy Director, Ernie contributes to the strategic direction for the R10CC, coordinates EA-related staffing and deliverables, and directs the implementation of the communication system and comprehensive communication plan. Ernie has over 20 years of experience in providing intensive capacity-building services at the SEA, regional, and LEA levels. Additionally, Ernie has participated as a technical assistance provider for a number of Federal projects – from Comprehensive Centers and Teacher Incentive Funds grants to Regional Education Laboratories and Education Innovation and Research grants. Having served (2000-05) as the Assistant Director of a previous iteration of a Comprehensive Center serving Minnesota and Wisconsin (as well as Michigan, Iowa, and North and South Dakota), Ernie is well-versed with the challenges facing educators and policymakers across Minnesota and Wisconsin.
