Development & Implementation of Minnesota Multi-Tiered System of Supports (MnMTSS) Framework
This project will develop a framework that guides and unifies implementation of Multi-Tier Systems of Support (MTSS) across the state of Minnesota, and that incorporates the values, priorities, and initiatives of the various divisions within the Minnesota Department of Education (MDE).
One strategy included in MDE’s strategic plan is to “develop recommended models for instruction and student support for academics, social emotional learning, behavioral learning, and mental health.” The Office of Teaching and Learning will carry out this strategy in partnership with the Region 10 Comprehensive Center (R10CC), Regional Centers of Excellence (RCE), and team members from several MDE Divisions who support MTSS by developing a Minnesota Multi-Tiered System of Supports (MnMTSS) and accompanying MnMTSS implementation guidance and resources. There is a need for technical assistance to build capacity at MDE for supporting districts in their implementation of MTSS, develop the MnMTSS framework, and support statewide implementation and maintenance of the framework.
MDE is building the framework with guidance from the Comprehensive Center. A document that describes the components and subcomponents required for effective and equitable MTSS implementation across academic, behavioral, social, and emotional domains.document will be created and used to guide MDE professional development and technical assistance with schools.
