LEA Technical Assistance for Strategic Planning
R10CC has been developing a capacity-building model with school districts focused on the following theory of change:
IF WE help districts bring coherence to their improvement strategies (via theory of action and logic model development for teaching and learning teams) and …
+ Establish systematic ways to evaluate what is represented in that logic model (via creating an evaluation plan and evaluation tools) and …
+ Build capacity of district staff to review and understand the evidence behind the strategies in their logic model (via training/workshops on ESSA evidence tiers and the Rubric for Racially Equitable Evidence)
->THEN districts will more effectively identify evidence-based improvement strategies that better align to the actual root causes underlying the persistent gaps in opportunity and outcomes.
We are piloting this approach with the Teaching and Learning team in the Middleton-Cross Plains Area School District to develop logic models aligned with ESSA Tier 4 and DPI guidance for selection and application of evidence-based improvement strategies. This work led to evaluation planning aligned with the logic models supporting professional learning design and implementation.
